The first hour of a real emergency
What a well-organized self-managed HOA or strata does in the first sixty minutes of a burst pipe — and what the same building looks like without any of it in place.
The single most useful frame for evaluating whether your building is well-run isn’t the state of the reserve fund, the elegance of the AGM package, or the tidiness of the mechanical room. It’s the first hour of a real emergency.
Not a drill. Not a hypothetical. An actual burst pipe on a Sunday afternoon. An actual boiler failure at 4 AM in January. An actual elevator entrapment at 11 PM. The first sixty minutes of any of those tells you more about your building’s operational health than any spreadsheet.
Because in that first hour, the systems that were only half-built fail visibly. And the ones that were built properly disappear — they just work.
Two versions of the same building
Consider the same building — 44 units, self-managed, six years old, one and a half board members who really engage — under two different operational conditions:
Version A (unprepared).
3:47 PM Sunday. Unit 502 calls the board president: water is coming through their ceiling from unit 602 above. President tries to call 602 — no answer. Tries the plumber they used two years ago — the number goes to a “no longer in service” recording. Doesn’t know who else to try. Searches emails for “plumber” and finds four different names across three years.
4:02 PM. The board president is in the parking lot trying to get into the building. The fob works. The mechanical-room key is in the treasurer’s apartment; the treasurer is out for the weekend. The main water shutoff can’t be reached without that key.
4:14 PM. A neighbor with a spare key is found. The mechanical room is opened. The shutoff is a valve the president has never touched. There are two of them, both labeled. Neither is labeled “main.” The president closes both, then reopens the second one, then closes it again when the ceiling flow doesn’t stop, then opens the first one after the water stops just to be sure.
4:31 PM. Water is off. The president calls a random 24-hour plumber from a Google search. They quote a $400 emergency call- out fee and can be there in two hours. President agrees.
By 8 PM, the plumber has diagnosed the issue (a burst supply line in the wall of 602’s kitchen — 602 was on vacation, the pipe froze during a cold snap and burst on thawing). Total cost by the end of the day: the emergency call-out fee, the initial repair, insurance conversations that will take three months, and about $3,000 in remediation work in unit 502 that would have been $500 if the water had been off 20 minutes earlier.
The board debrief a week later includes the phrase “we need to do something about this” for the fifth time in three years.
Version B (prepared).
3:47 PM Sunday. Unit 502 opens the resident portal on their phone and files a “Water coming through my ceiling” report. The report lands in the issues queue with a severity tag. The board president gets a notification.
3:49 PM. The president opens the report. Sees the resident’s unit and the description. Opens the building’s “burst pipe” procedure from the library — a one-page write-up:
- Water shutoff: mechanical room, valve labeled “Main - Building”. Mechanical-room key: box outside room, code XXXX.
- Plumbers, in call order: 1) [Name], 2) [Name], 3) [Name].
- Bylaw note: owner of the source unit is financially responsible for damage per section X.
- Insurance broker: [Name, phone].
3:53 PM. President is in the mechanical room. Water is off. Water was on for six minutes total.
3:56 PM. President calls the primary plumber. The plumber’s page in the app shows their after-hours cell. They pick up, know the building, quote a normal rate ($250 for after-hours instead of the $400 emergency), can be there in 40 minutes.
4:00 PM. President posts a status update: “Building water is off for approximately the next 90 minutes while a burst pipe is being repaired. Details TBD.” The resident portal shows the outage on every resident’s home screen automatically.
4:00 PM (continued). President logs the incident as a log entry against the water system and the specific pipe location: “Burst supply line, unit 602, likely frozen during Jan 3-5 cold snap. Plumber en route, ETA 4:40. Water off since 3:55.”
By 8 PM, the plumber has completed the repair. The log entry carries the plumber’s invoice, photos of the damage, the notes, and the follow-up items (601’s ceiling needs remediation; check 602’s insulation once the wall is opened).
Total cost: normal after-hours plumber rate, minor drywall repair in 502, insurance conversation that will take three months but has clean documentation. About $1,500 total, of which $1,000 is the plumber and drywall.
The board debrief the next week is a five-minute review: the procedure worked, one number should be updated, and the “burst pipe” procedure should have a step about checking adjacent units for source-unit vacancies during cold snaps.
Same building. Same event. Wildly different outcome.
The specific things that made the difference
Version B wasn’t luckier. Version B had six specific things in place:
- A way for residents to file a report that reached the board fast. Not a phone call to a specific number — a portal.
- A written procedure for the specific event. Not “burst pipe playbook” as a philosophical framework — an actual page of what to do, with names and phone numbers and codes.
- The water shutoff key was accessible. Not on the assumption that a specific person would always be reachable.
- The plumber Rolodex was current. With after-hours numbers and continuity of relationship — not “the guy from two years ago whose number no longer works.”
- A status page residents could see without asking. So the president didn’t spend the hour fielding “what’s happening” calls.
- A log entry captured what happened as it happened. So the insurance conversation three weeks later, and the board debrief the next week, and the future board six years from now all have the record.
Each of these six is unglamorous. None of them are things a board sets up because they’re exciting. Each one takes an hour of quiet work at some point.
Together they compound into a building that functions calmly in its worst moments — and a board that isn’t burned out by five years of preventable crises.
What to build before the emergency
If you’re a board member reading this and you don’t have all six, here’s the order to build them in:
Priority 1: The water shutoff procedure. Everyone knows where the shutoff is. The key is accessible without calling one specific person. This is the highest-value one-hour project any board can do this weekend.
Priority 2: The vendor Rolodex. Five to eight names. Contact info verified this month. Ideally with the last invoice from each attached, so a new board member can see what “normal” looks like.
Priority 3: The report intake. Some way for residents to report an issue that isn’t “email the president.” Even a form that emails a shared inbox is better than no form.
Priority 4: One procedure per class of emergency. Burst pipe. Boiler failure. Elevator entrapment. Fire panel alarm. Power outage. Each of these is a one-page write-up. Not all at once — one per month.
Priority 5: A status page. Public if possible. So the “is the elevator up?” question doesn’t need to be asked to a person.
Priority 6: The log that captures each event as it happens. So the record accumulates without a separate effort.
Six projects. Roughly 15 hours of board work total. Compressed across a quarter, that’s an hour a week. In exchange, your building operates in a fundamentally different way during its next crisis.
The invisible payoff
The compound payoff is that a building with these six things in place has fewer crises in the first place. Not because emergencies stop happening — they don’t — but because:
- Small issues get logged and addressed before they become emergencies.
- Compliance dates don’t get missed, so the “we missed the backflow test” emergency doesn’t happen.
- Vendors are known and trusted, so an emergency call is a call, not a triage exercise.
- Board members aren’t burned out from previous emergencies, so they’re present for the next one.
The best-organized building isn’t the one with the fanciest technology. It’s the one where the first hour of a real emergency is boring. Where the president gets a notification, opens a procedure, calls a plumber they already know, updates a status page, logs an entry, and goes back to their afternoon.
